
Spray on isopropyl alcohol then dry with compressed air would do it.

That said, pure IPA is generally not recommended for cleaning PVC, as it tends to evaporate too quickly to be an effective cleaning agent, can potentially remove chemical additives (plasticizers, protective coatings), and may adversely react with other chemicals (e.g. acetic acid) and damage the material.
There's also the risk of damaging the record's label by applying liquids to it.

They cost a bit initially, but they can make almost dead records come back to life.
