The trucker was good
He knew that the associated costs of Death in Service and recruitment and training of someone to stand in the road was high, and choose to jack-knife, saving the tax payer money, and creating work.

What is this mans job?
Is it simply to stand in the road waving at traffic? If so, who is paying him and what benefit does this give them?
It seems like a dangerous job but I could see how it would be a lot of fun.
