Tour guides tell stories like this on island tours all over Greece.
Usually a farmer applies for permission to fence off a bit of land to stop animals straying onto the road as it stresses them out. Animals respond to fencing in with notable blissed-out shambling around. Turns out farmer just wanted to grab some common land, keep trespassers out, and grow a load of weed, which the goats then munch on around the edges. Easily re-locatable to any suitable looking farmed and fenced off gully head that crosses the road taken by the tour.
