It is a false dichotemy
to say that you cannot strive to further the achievements of humanity if there are other problems that still exist.
You should do both, further humanity while at the same time raising the living conditions of the lowest in society.

He wasn't suggesting you couldn't do both. The poem highlighted the incongruity of celebrating cutting edge technological advancement in a society where basic inequalities are still baked into the system.
