Surely if they're doing the job in half the time for twice the money it's still costing management EXACTLY THE SAME AMOUNT OF MONEY. as doing it safely?

It's not just that, there's the whole 'enormous public awareness of the dangers of asbestos and the need for protective gear' thing too.
