A common misunderstanding, this phrase is offered as a consolation. They don't care, but at least the person could care less. It's to be said in a sarcastic manner, and this is where most people get it wrong.

besides, original etymology aside it is NEVER used that way over here.
It is used straight up as "i couldnt care less" , just wrongly.

Yes, when people say 'literally' and they mean 'figuratively' or 'metaphorically'
My favourite example of this was on Jeremy Kyle a while back, when a woman claimed her husband's pants were (and I quote) "literally full of sperm". Myself and Mrs.Hats laughed for maybe too long at this, frankly, disgusting and disturbing image.
