Again, English teacher correction.
A common misunderstanding, this phrase is offered as a consolation. They don't care, but at least the person could care less. It's to be said in a sarcastic manner, and this is where most people get it wrong.

Americans pulling off intentional sarcasm?
lets just say i have my doubts.
besides, original etymology aside it is NEVER used that way over here.
It is used straight up as "i couldnt care less" , just wrongly.
