I think it means to forward on an email, typically down the chain of command.
e.g "please cascade the email to your minions"

This was just becoming a frequently used term at Waterstone's just before I left. I fucking HATE it.
There'd be a cascade if I ever met the person who first used it - my piss ALL OVER THEIR STUPID FACE.
