I'm more aggressive than that.I hit the brakes. In the US if they hit you, it's their fault and their insurance company will pay for your repairs.
(Mind you I only do this at slower speeds and don't come to a stop, just drop about 10 mph.)
Usually this will result in their cell phone flying in one direction while their latte goes in the other as they suddenly pay very close attention to the road.

I believe that's the case in the UK too.If you run into the back of someone, then you were too close to stop when they did.
