I always thought the phrase was figurative
"nuke the planet so hard that it's no longer in orbit"

rather than "fire nukes at it from orbit"

I think the point of nuking the planet from orbit
is that your out of reach of whatever's on the planet (as well as being a at a safe distance from the nuke).
