My own mother refused to let me use the word 'oblong' instead of 'rectangle'. Which is just odd, to be honest.

NoBecause councils are local authorities, not the central government.

err..but it is all tax payers money and it does mainly come down to the councils from central government (excluding council tax) so really it would make them houses paid for from centeral government funding or "council" houses.
I refuse to spell corrctly today as it is pink outside.
