Complaining
I like writing letters of complaint to companies containing the words "premier league muppetry", if only to give the poor office workers a good laugh on an otherwise dull day. Have you ever complained? Did it work?

You do know there is no such thing as road tax right?
You're confusing it with vehicle excise duty which is based on the level of emmisions your vehicle produces, which in a bikes case is nothing. So therefore no duty to pay.

well known fact - cyclists are all vegetarian hippies, and fart constantly. Emissions are roughly the same as a Mercedes sprinter van.
