I do think it's creepy but I don't blame only the tabloids.
As an example: Miley Cirus is not an amazing singer -- I'm sure there are lots of girls who can sing like that. However, she has "the look" to be a succesful product.
The record company are basically selling her as a sex object. If she then decided to forget to wear clothes which actually cover her body then I would assume she would be told by her manager what this would result in.
Perhaps it might be an idea not to sell teenage girls as sex objects and it might be a good idea to stop them not wearing clothes? It is not "pretty" or "cute" for a girl to wear a short skirt -- it's either innapropriate or sexy.
