I think this is quite often a sign of abuse.
I may be wrong, but a girl in our class was called 'fanny feeler' because thats what she would do when she was in class. I was once told this was a classic tell tale sign.
I later found out she has since settled down with a man 30 yrs older than her, and has had kids.
Read into that as you like.

Nope.That's just how she rolls.
The sign of abuse is usually asking other people / adults to do it for them. Wanking is completely normal at any age, though you would expect parents / teachers to knock public displays on the head pretty swiftly. O_o.
