Russia.
And it was true on a technicality, something to do with the town having changed hands so often that it was named separately when England and Scotland were being referred to. Berwick got missed off one time, hence it was never formally included in the peace treaty.

It is one of the nicest towns in the UK to arrive in by train.
From the south, anyway. The town itself is very pretty, but having left 20 odd years ago I have no desire to ever live there again.
