I hadn't really encountered it until going to our local gym where there are lockers and showers but no changing rooms. Loads of women of all shapes, sizes and ages just strip off and carry on conversations or wander around. It's by no means a sexual type of behaviour - these women don't look vulnerable or sexy - they mostly look bloody scary. Especially the old skinny ones with tiny puppies ears for breasts, washboard stomachs and the biggest hairiest minges this side of the 1970s.

I had to get my peirced nips out in the changing rooms.
