The soil seems very dry and compactA small glass of water seems to filter through it fairly quickly without the soil looking damp.

Yeah, it does that.Do the tea towel trick. Once it's moist again, it'll do a much better job of keeping hold of the water. Once it's dry, you might as well be pouring water over a stone.
