I think the bigger point is the age difference between the partnerstherefore, two 13 year olds is less offensive than a 13 year old with an adult.

I don't remember the details of the storybut clearly, a 13 years old and an adult is a no go. Mainly because the 13 years old probably has no idea of what she's doing and the adult is, conciously or not, taking advantage of the child.
