I think they thought that fear of reprisals would prevent anyone taking him out.
Whether it was of benefit to anyone is a little questionable anyway - it's not like they pulled out of Czechoslovakia and said sorry after his assassination, is it? They just rounded up and shot a load of slavs and then someone else got Heydrich's job.
