I think the phrase you're looking for is split clef.

Heavily used in brass band music.

But I think essentially the principle of breakbeat is the split clef - in other words, a rythmic bar dropped into two parts.

The principle of breakbeats is to sample the coolest part of a drummer showing off and then loop it and/ or chop it.
