That's rather trite and ill thought out.

I'm still trying to figure it out, be fair.
I like the Swiss system though, with regular referenda and the proportional representation. Unfortunately it does bring up the occasional anomaly, such as the recent ban on minarets which was a bit unfortunate.

And if anyone says PR doesn't work, I can point you to several examples where it has clearly worked for many, many years. Apart from Italy and Belgium.

I don't think I'm qualified, to be honest. It's more a half-baked idea than anything else.
But that said, I think the Swiss system is best.

As you've edited, I'll permit myself one. I was previously weightedcompanioncube. Darth Foxtrot suggested a name change. I liked his suggestion and I went with it. And I am a massive Pratchett fan. Although I don't think the idea of the Patrician would work here, unfortunately.
