	unless you've shoved half a pound of flour in with itno you don't. you're using the flour and oil as the base for a stir-fry sauce and generally speaking, you need equal weights flour and fat for the roux. There's fat in the beef and a dusting of flour is going to be, what, an ounce at best? so really only a little oil.
