Not wanting to set the nonce alarm off
but if it's a serious documentary about breasts and what they mean to women, then surely talking to girls who are just starting to develop them presumably, is legitimate? And it does say 'most' are topless. not 'all'.

Although actually, now I've written that, the fact that any of them are topless does seem to undermine my point somewhat.
