I don't have a problem with either of these things.
The 80 mile an hour thing is really just formalising what already happens on the motorways.

I'd probably be in favour of removing the motorway speed limit altogether
and wider use of rolling speed limits as already seen on the M25 for periods of heavy traffic, works or accidents.

Simple flow dynamics shows us that if a conduit is narrowed
to maintain the flow rate then the speed of the material flowing through needs to be increased to maintain flow rate.

so when a lane is closed the speed limit showed be raised, fact!
