It appears that was a quote from Denise Bulger, not Lord Woolf.

However, a quote from Lord Woolf described the boys as being “genuinely extremely remorseful”. Obvious question, but so what? Feeling bad that you've done something doesn't stop the fact that you did it in the first place.
