I had a PC from the age of 12
There was no internet back then but it served many purposes. Games, homework, programming, simply learning to build and upgrade them. Its served me quite well.

And I would be happy for (when the time comes) my child to have an internetless PC in their room at that age.

There will be no such thing as an internet;ess PC by the time you spawn.
it will also be pretty much impossible to give them a phone without an internet connection.
