Soz mate, don't mean to sound thick, and I think I get the jist of your jib, but can you layman that.What I think this is though, is a scaled up version of how Tower Hamlets spent £40k on a celeb appearance for staff moral despite being the most improvished council in the uk.

Its exactly like that if also another 40k came from corporate sponsorship on the grounds that the council would stop anyone from stopping them making a return on that investment by using draconian laws.
