This is a known psychological phenomenon
That the more people there are aware of something, the less likely each individual is to act on it.

This is exactly what angers me.
Children are powerless in a world of grown ups. We have a duty of care when dealing with them, and anyone who abuses a position of power like that is ... well, words fail me. I just wish there was a hell, so they could burn in it.
