I'm no expert but I think places that offer 3% APRare better than places that offer 3000%APR.

At the moment, financial plans and utility plans are all so differentthat comparing like for like becomes impossible. i guess you can narrow down the best of each type of deal, then it's a matter of personal preference.
i'd go with a repayment loan though, if you can afford it.
