In a year I haven't come close to rebuilding any significant strength in the arm I broke
and that was only about 6 weeks of "nothing"

So, oh god yes you can. And no, it's not permanently gone, but the timescales you are operating on you won't get it properly back.

don't worry, i am eating the recommended amount of protein and vitamins along with the water
it's just a quick new year kickstart, nothing else.
