I'd imagine he'd mean the helicopters are like cars and the river is like the road but the cars are floating in the air above the road and the road has a whale in it

Some expert on the news said pilots had been told about the crane being there last week, but fog may have prevented the pilot seeing it.
Not 100% on this but aren't helicopters not allowed to fly in cloud or something? Was mentioned in that James May model glider programme I think?
