We have articles of association for a residents association and a delegation of authority in place from the freeholderWhich as I understand it allows the RA to get work done without having to involve the freeholder (who would charge a fee to manage it).
The articles place equal responsibility on all residents to play an active role in the management of the maintenance of the building, in addition to paying their contribution.

that is very good for such a small blockif more people had such things, their lives would run more smoothly. then the best bet is to highlight his responsibilities in the agreement and say, either join in or we'll get legal on your ass.
