Don't be silly, someone asked him his opinion
saying "we need a debate" is a non noncommittal way of answering and I doubt anybody could suggest that someone should be subsidised to have 13 children when unable to provide for them themselves.

What are the options in this situation.
1: A one child only sort of policy like china
2: Stop benefits over a certain number of children being paid to the parents.
3: Enforced sterilization
4: Taking children over a certain number into care
5: Forced abortion
6: Grudgingly pay extra for the sake of the children.
