They're absolutely terrified.

However, realising that if they simply said "We're going to censor all hell out of it to stop the proles rumbling us" that there would be an absolute outcry, instead they're feeding us a steady drip-feed of horror stories about paedos, terrorisms and crime, until we beg them to police it. They will, then, 'reluctantly', shut everything down, make it pay-for-access and put anyone using it on The List.

The Germans invariably had better kit/technology
but had poor leaders (with some notable exceptions) and eventually got outbuilt by the US and outmanned by the Russians.
