pig ugly is an extreme. if someone is within normal parameters, it should be all about what they are like as a person.
in fact, the better looking someone is, the worse a person they are, usually. if you want shallow and arrogant, go for looks.

of my most serious relationships, 2 have been hot, 3 average at best, and 1 downright fugly. it's all about humour and intelligence for me. if they don't make me laugh, it doesn't matter what they look like!

but did it make him happy? he spent the entire time whining about how fat he was (he had a 28 inch waist) and how he couldn't work out properly because he had injuries. being obsessed with what can only ever be a diminishing return, whether in yourself or other people, will never make you happy.
that's not to say you shouldn't do your best to look nice and be fit, of course, but it should be a goal not a raison d'etre.

but if someone is normal looking, ie healthy and pleasant, then you shouldn't say, "oooh, i couldn't be with him/her because they're not hot enough for me." similarly if someone is a total cunt but they are gorgeous, that doesn't mean that it's a good idea to overlook their personality defects. fine if there are other good reasons, of course. but not just on looks. that's gross.
