I have another day off today - punctuated by shifting stuff to the tip and possibly having a beer.
The conventional vs gas debate is said (by governments) to be that gas is 'indiscriminate' and 'uncontrollable'. I believe that governments don't like the idea of gas because it's far too easy to make and deploy. Imagine the idea of a 'suicide gasser' - you can carry enough gas/precursors in a backpack to kill far more people that you ever would with explosives.
Three guys like that on the tube in rush hour = tens of thousands dead.

I think they tried Sarin IIRC - it would be easier and more destructive with VX, but VX is harder to make.
Edit. The Sarin used in the Tokyo attack was found to be impure and of quite low toxicity (compared to the real stuff). As well, the perpetrators had no intention of being martyrs so they didn't actually release the stuff effectively. Nevertheless 13 people died.
