If it's sitting in cash then you should really move it into a balanced portfolio of roughly 20% property, 20% fixed interest, 20% overseas equity and 40% UK equities.
In an ISA and the rest in the same proportions in an OEIC.

My ISA doesn't seem to want to take my money. That's at 1.5, though. Doesn't seem that great.

You can put 11520 in a stocks and shares ISA, and the another 11880 in April. Assuming you follow that investment split, you should make about 10% over a year. Could drop in value though, but unlikely in a rising market such as we have now.
You're currently losing money as you're not getting above 3% net.
