Isn't it illegal to go through people's bins anyway?I mean - I'm not sure I'd like it if I found someone going through my bins.
The amount of used jonnies from doing YM alone would be embarrassing.

As they are being tried under a vagrancy actI would guess that the legality of going through the bin would have sufficient doubt that they couldn't go down that route.
I did think that it belong to the producer of the waste until such time it was being disposed of.
