I like the fact that one of his own stormtroopers, who hadn't even held a lightsaber before a day ago, nearly killed him.
I'm not sure if the aim was to create a useless, emo cum sponge of a bad guy, but that is what happened. Vader would find his mooning over him fucking embarrassing.

I think that was precisely the aim.
If he had already been an ultimate badass from the first time we saw him, he'd have nowhere to go in the subsequent films. Character development and all that shiznit.
