Assuming you mean XP, if there is only one user and no password defined for them you will not see the logon screen, it will go straight into Windows when you boot. But only if you're using this sort of logon screen.
If you've got the classic logon prompt like this (quite likely if the computers have been part of a network) then you will still see it even when there's only one user, with no password.
So you need to set it back to the default XP 'my first logon screen', I can't remember how to do this though and can't see any of the relevant options on this PC since I'm part of a domain. If you're running XP Pro I think you can do it through the group policy editor. It should also be in Control Panel/User Accounts but my User Accounts page looks completely different and the only way I could get back to the default one would be by leaving the domain, which would be a pain in the arse...
