A possible solution perhaps:

Why not have 'suggestions' submitted and closed on a weekly basis in a simliar way to QOTW? That way the best suggestion of the week would be the new question.

Or is that to straight forward? Or is that how it's "supposed" to work already?

But then what's to stop us from submitting the same questions over and over again each week?

I still think we should have a second QOTW which is just five old QOTWs with a similar theme that have been re-opened and merged to provide us with an opportunity to post our missed stories.
