A bit late to the party here, but I've always thought that a public service such as transport operators striking is a bit of an own goal.

Operate the service as per normal, but just don't charge anyone for using it. The operator gets hit with loss of revenue whilst still incurring running costs, while the public are much more sympathetic to your cause and get to travel for free.

Probably a bit over-simplified, but you get the gist.

Yay.
I think this is something that has ben done in some countries, so i can't lay claim to it. But it's a nice idea.
