Just so you know...
The URL contains the IP, which is a very unsophisticated way of tracking each click:

http://www.ultimatestreetcar.co.uk/db.php?j=5&q=110&t=[IP ADDRESS GOES HERE]&c=5

I suspect that by forming a selection of interesting IP addresses and inserting that URL/IP combination into your browser address bar, you will be able to nobble this particular vote quite convincingly. I'd go easy though... I doubt they get THAT many votes.
