Yep,but it's cheaper to keep a prick on the books as long as they do some work. Rather than sack them.
In the NHS anyway, there's some mighty powerful Unions in the NHS.

She's an ugly old tugboatso that's a start anyways. And she flirts with the delivery drivers which makes everyone cringe with embarrassment because she does it with all the charm of a drunken aunt at a wedding.
