I'd assume
that there were things there that would cause ABH/GBH which in a bondage situation are still technically illegal. They might also have found recordings/films of acts which would certainly give them enough legal ground to do what they have done so far

my basic instinct is that it should be legal. But I'm also aware of just how difficult it would be to legalise, and the difficulty of drawing lines
