How about a lottery to allow people to breed?
Natural selection with a little assistance. Winners could sell their rights to breeders.
Redistribution of wealth AND a way of limiting the population.
Oh and don't allow people to turn down jobs or weasel out of them.
A little bit of coercion goes a long way. These ideas are far too good to keep. I'm going to sell them to the Daily Fail.
