I really like that "Design is the creation of concept" bit, I might use that as a tagline for my portfolio.Design is the creation of concept
Development is the realisation of that design.

Maybe...Idea is the inception of concept.
Design is the practical application of planning the realisation of said concept.
Development is the fruition of said design.
