I know some companies use the 'it's a no claim discount, not a no blame discount' argument.

well they are fraudulent, then.
yep, I'm sure. I've been through some fairly interesting insurance claims. That's certainly how it works with car insurance companies. I can't promise for household insurance but I can't see why it would be different.
