I heard that it's meant to be a "prison" thing
When you go to prison, they take your belt etc so you can't hang yourself.

how big your brother is. The poor kids in the projects get their brothers' hand-me-downs so if they're hanging off their collective arses then that obviously means the brother is a big dude so mess at your peril.

That's what I heard
although it's more specifically the orange jumpsuit things that only come in one size so all the little baby bangers get used to walking around like that then later it became a fashion statement in the gangs.

I see enough of them, with belts ON. Don't know why they even bother putting belts on, its not like they are functioning as belts.

But maybe I'm getting old, having crossed that comfort/function versus fashion line.
