They're not tied as such.
What you do is you tie the laces of the two shoes together, so you have a cord (the laces) with two weights at either end (the shoes). You hold one shoe, spin the other around to get momentum, release and they head for the power line, where the cord hits, and the other shoe spins around the power line.
Or you can hire a ladder, climb up, and place them there carefully.
